The reason that RI fluid is used with a Refractometer is to create what is called "optical contact" with the gemstone being measured.

This bottle's screw cap has a built-in glass rod for dipping just the right amount of fluid on the refractometer glass, as shown in the photo. 

This fluid is packaged for safety, with a sealed cap, a copper clad oversized bottle, and a label detailing proper safety procedures.
